New application forms have been posted on the small off-road engine (SORE) website for certifying evaporative emission control system components (fuel tanks, fuel lines, and carbon canisters). Note – For your convenience we have posted the documents below. Pursuant to California Code of Regulations, title 13, section 2767.1, subdivision (a), the Executive Officer may make a determination to approve components (fuel tanks, fuel lines, and carbon canisters) for use on evaporative emission control systems that have been shown to meet the Design Standards in Table 1 of California Code of Regulations, title 13, section 2754, section 2755, or section 2757. Pursuant to California Code of Regulations, title 13, section 2767.1, subdivision (b), a component manufacturer must apply in writing to the Executive Officer for approval of a component to be used on an evaporative emission control system subject to certification under CARB’s SORE regulations. The application shall include the supporting documentation that quantifies the emissions or performance from at least five production samples of the component intended for installation on SORE, including the test methods used to generate the data. Application forms and guidance documents have been posted for fuel tank, fuel line and carbon canister certification. An application must include a completed form, documentation that quantifies the emissions or performance of the component, using at least five production samples, and all related test data detailed in the guidance documents. Within 30 days of receipt of the application, the Executive Officer will determine whether an application is complete. Incomplete applications will not be considered. Within 90 days after an application has been deemed complete, the Executive Officer will approve or disapprove the component. The goal of the program is to assure that the components meet the specific design standards and are certified to be sold in California. All components listed on this webpage have been shown to meet the design standards established in Title 13, Sections 2754 through 2757 of the California Code of Regulations.
